OpenAI plans to sign a deal by October 30 to raise up to $30 billion from investors led by people and groups in the United Arab Emirates (UAE). The deal would also give OpenAI more computing power in the UAE.

Investors from the UAE would lead the funding. The deal values OpenAI at $1.25 trillion before the new money is added. This means the company is considered to be worth $1.25 trillion even before it receives the investment. The $30 billion is the most money OpenAI could raise through this deal. It is not yet certain how much money the company will actually receive.

The same deal would also increase the amount of computing power OpenAI can use in the UAE. This connects the new investment with OpenAI's ability to use more computers and computing resources in the country. The UAE would play two roles in the deal: its investors would lead the funding, and the extra computing power would be located there.

The next planned step is to sign the agreement by the end of next week, on October 30. The deal is still being planned and has not yet been completed.
