Anthropic has opened a Singapore office, its fifth in Asia-Pacific, and signed a memorandum of understanding with Singapore’s Ministry of Digital Development and Information covering AI safety, research and adoption across government and business.

The expansion establishes a larger local presence in a market where customers already include GovTech Singapore, DBS and Grab. Anthropic’s Singapore office is open and hiring, although the company did not disclose a staffing target or investment amount.

The government agreement outlines cooperation on model evaluation, security, research into AI adoption and its effects, and responsible deployment. Planned technical exchanges with Singapore’s AI safety and assurance institutions will address testing standards, model evaluation and incident response.

Anthropic also intends to support AI skills development, adoption by small and medium-sized businesses, and efforts to build AI capabilities among public officers. It plans to share research and usage data from its Economic Index and provide technical and policy expertise as Singapore develops AI rules.

The agreement was signed during Singapore International Cyber Week by Kai Fong Chng, the ministry’s permanent secretary, and Ben Mann, Anthropic’s co-founder.

“Trust is critical for businesses, workers, and the public to use AI with confidence,” Chng said.

Existing deployments illustrate the operational focus of Anthropic’s Singapore business. According to the company, more than 1,500 engineers and technical staff at GovTech Singapore have adopted Claude Code to modernize government systems and accelerate software delivery. The Cyber Security Agency of Singapore is separately exploring potential uses of Claude for cyber defense.

DBS uses Claude for software development and employee productivity within its security and governance framework. GIC, Singapore’s sovereign wealth fund, is rolling out the technology across investment and corporate services teams.

Organizations can also access Claude through in-region inference on Amazon Bedrock, an option intended to help meet data processing requirements in regulated industries.

At Grab, Claude powers the BriX sales assistant, which Anthropic reports saves sales teams approximately 40,000 hours each quarter and identifies additional sales opportunities. Sea, the parent of Shopee, Garena and Monee, uses Claude in Shopee’s customer service chatbot and for coding work by thousands of employees. Developer platform Supabase is also building with Claude Code.

Singapore ranks second among 121 countries in Claude.ai usage relative to population, according to Anthropic’s latest Economic Index, with usage nearly six times the level its population alone would predict.

Anthropic’s collaboration with Singapore began in 2023 through the Generative AI Evaluation Sandbox operated by the Infocomm Media Development Authority and AI Verify Foundation. Subsequent work included testing AI systems for vulnerabilities in English, Mandarin, Malay and Tamil.
