Singapore partners with Anthropic on public sector AI deployments
Anthropic has opened a commercial office in Singapore and established a formal partnership with the city-state’s government.
The facility is Anthropic’s fifth base across the Asia-Pacific region. Dale Finlay, General Manager of ASEAN at Anthropic, joined co-founder Ben Mann, Michael Sellitto, Head of APAC Policy, and Josephine Teo, Minister for Digital Development and Information, to confirm the opening.
“We’re committed to Singapore for the long term. Our customers here hold AI to an extremely high standard, especially when it comes to reliability and security,” comments Finlay. “Having a team on the ground means we can get even closer to the organisations putting Claude to work on their hardest problems.”
Permanent Secretary Kai Fong Chng signed a Memorandum of Understanding for the Ministry of Digital Development and Information alongside Benn Mann during Singapore International Cyber Week.
GovTech deployment and enterprise software operations
Usage across Singapore outpaces international benchmarks. The country ranks second out of 121 nations in Claude.ai usage relative to population size, recording adoption rates nearly six times above standard demographic projections.
Local engineering teams apply Claude Code across diverse production environments. At GovTech Singapore, over 1,500 technical personnel deploy the tool to modernise internal government systems and accelerate software delivery schedules.
Commercial adoption extends across regional industry operators. Ride-hailing firm Grab runs BriX, an internal sales assistant powered by Claude that saves representatives roughly 40,000 hours each quarter.
Sea deploys Claude Code across its engineering units, including Shopee and Garena, while also supplying the tooling to its Monee business. Developer platform Supabase similarly runs Claude Code within its core engineering teams.
DBS, Southeast Asia’s largest banking group, operates the system for commercial operations. For regulated institutions requiring strict on-shore data compliance, the architecture supports in-region inference via Amazon Bedrock.
Model safety evaluation and technical exchanges
Institutional collaboration predates the newly-established commercial headquarters. Anthropic entered Singapore’s Generative AI Evaluation Sandbox in 2023, collaborating with the Infocomm Media Development Authority and the AI Verify Foundation. That trial produced multilingual red-teaming assessments covering English, Mandarin, Malay, and Tamil.
The recent agreement formalises ongoing technical exchanges with domestic security organisations, including the Cyber Security Agency of Singapore. Teams will study operational adoption across small and medium-sized enterprises.
Independent model safety testing structures accompany these regional programmes. Anthropic provides employee-level access to METR, a non-profit evaluation group assessing frontier computational models, and maintains ongoing technical discussions with Hugging Face.
Local developer engagement mirrors this expansion. The Builder Summit Singapore drew over 300 software engineers, followed by a community gathering that recorded more than 700 local builders.
