What Anthropic’s IPO Prospectus Says About the AI Data Opportunity and Localization Risks
AI company Anthropic is preparing for what is expected to be a huge initial public offering (IPO), which could be the biggest ever. Its path to the stock market has been one of the most closely watched business stories of the year. On October 26, 2026, the company filed its IPO prospectus, a document that gives the public its first look at the company's financial results.
The numbers are very large. Anthropic earned USD 16.3bn in revenue in the first half of 2026, compared with USD 1.2bn in the same period a year earlier. Its net loss grew to USD 80.7bn from USD 12.97bn a year earlier. However, most of the 2026 loss came from a USD 72.39bn accounting charge caused by changes in the value of financial instruments. Its operating loss, which measures losses from its main business activities, fell to USD 693m from USD 2.1bn.
The company's disclosures also show how much it spends on outside companies that provide data and services for testing AI. Anthropic said it spends hundreds of millions of dollars each year on these services. Slator calls this business area the Data-for-AI market.
Data quality and evaluation services can include people labeling data, experts creating training data, people checking AI responses, and safety testing. However, Anthropic did not say which of these activities caused its spending to rise.
The company said its spending on “vendor costs related to data quality and performance evaluation services” increased by USD 251m over the year ending in June. It did not provide the actual amount it spent in 2025. For comparison, its spending in this category increased by USD 165m over the whole of 2025.
Growing Opportunity
The increase in spending shows that outside companies providing data and AI testing services are becoming more important as leading AI developers grow. This is especially relevant to businesses that label data in different languages, check how well AI works in those languages, and provide expert feedback from people. These services matter as AI companies serve more customers in places where English is not the main language. Language Solutions Integrators (LSIs) have gained a foothold in parts of the USD 9.3bn AI data market. They use their experience with work across languages and their ability to manage large groups of language experts to compete in this market.
Anthropic identifies safety issues in different languages as one risk to its international growth. It says that entering new markets requires it to “address language-specific vulnerabilities and content moderation challenges.” It must also deal with differences in cultural views about AI use and different rules about safety and legal responsibility.

Anthropic earned USD 4.5bn in revenue from international markets in the first half of 2026, up from USD 343m in the same period a year earlier. This growth outside its home market brings its own language challenges. Anthropic's multilingual documentation says its models work best in widely spoken languages. Their performance drops significantly in languages that have fewer resources available for AI training and development.
Even one of the world's most advanced AI companies is concerned about making its services suitable for different markets. Anthropic lists “The need to localize and adapt our models, platform, and applications for specific countries, including translation into foreign languages and associated expenses” as a risk that could harm its business. Localization means adapting products and services to fit the language and needs of each market.
Anthropic has applied to list its shares on the Nasdaq stock exchange under the symbol “ANT”. Media reports say it could raise about USD 100bn, giving the company a possible valuation of up to USD 2tn. Anthropic has not said how many shares it plans to sell or what price it proposes for each share.
