OpenAI issues new US data center commitments, policy proposals in wake of midterms | MLex | Specialist news and analysis on legal risk and regulation
(November 5, 2026, 16:31 GMT | Official Statement) -- MLex Summary: OpenAI has released a National Community Compact and a Compute Campus Policy Blueprint. These documents explain what the company promises to do and what policies it wants for building data centers in the United States.
The compact says OpenAI will make agreements with local communities for every "compute campus" that it owns and runs.
The policy blueprint says local utility companies should make large electricity users pay for the extra costs they add to the power grid. It also says these companies should protect other customers if a project is canceled or does not go ahead. The documents include other policy suggestions as well.
The documents were released after the midterm elections, where opposition to data centers influenced voters.
