MERCOSUR Education Sector Advances Regional Dialogue on Artificial Intelligence at EduIA Conf 2026

Specialists and decision-makers from around the world are working to deepen regional dialogue on education and artificial intelligence and to promote cooperation agendas on the subject among the States Parties of MERCOSUR and Associated States, according to MERCOSUR. The effort takes place within the framework of Uruguay's Pro Tempore Presidency of the MERCOSUR education sector, on October 14 and 15, in an activity driven by Uruguay's Ministry of Education and Culture and Ceibal.

At the opening on Wednesday, Uruguayan Foreign Minister Mario Lubetkin said the event was being held emblematically under Uruguay's Pro Tempore Presidency of MERCOSUR. Also participating were Pablo Caggiani, president of the National Administration of Public Education (ANEP); José Carlos Mahía, Minister of Education and Culture; and Fiorella Haim, president of Ceibal. The event took place at the MERCOSUR Building.

Lubetkin said that from the start of the current administration, a strategic commitment was assumed to articulate technological innovation across the regional education agenda, and he described the debate as part of that framework. He added that the congress cannot be exhausted in its own theoretical deliberations, which he said would help shape a special declaration on Artificial Intelligence and Education expected to emerge from the meeting and to be elevated to the next meeting of MERCOSUR Education Ministers and Associated States. He described the topic as permanent, requiring further meetings and reflection, and said it would also help reinforce MERCOSUR, including a renewed MERCOSUR that has been able to convene and sign agreements with the European Union and EFTA. He framed this as a component of a broader strategy rather than a separate scenario.

Lubetkin closed his remarks by emphatically wishing success for the working sessions so that they can genuinely support MERCOSUR reflections, and he indicated that artificial intelligence related to MERCOSUR and integration means looking at the long term.

Ceibal president Fiorella Haim said artificial intelligence is something new that is occurring and that it is important for MERCOSUR to reach some agreement on joint work, including on the need for artificial intelligence literacy.

During the event, called EduIA Conf 2026, national, regional and international referents reflect under the motto From promise to appropriation: capacities to integrate AI in education. They are discussing how to develop the pedagogical, institutional, regulatory and infrastructure capacities needed to coexist with these technologies without losing sight of educational objectives, equity and the human role. According to Ceibal, the challenge is no longer deciding whether to incorporate these technologies, but how to do so responsibly, sustainably and with educational meaning.
